Good evening. Here's the start of tonight's briefing. 
1. The Federal Reserve crossed a milestone, saying it would raise short-term interest rates after seven years near zero. The message: Moderate but steady recovery from the 2008 crisis has put the U.S. economy on a solid footing. But the rate rise is small, further increases will come slowly, and rates on loans and investments are likely to stay low for years.
2. There was a setback in a case that is part of the national debate on policing and race. The trial of William Porter, above right, one of six Baltimore police officers charged in the death of Freddie Gray, ended in a mistrial when the jury deadlocked after just 16 hours of deliberations.
