RNC chaos as GOP leaders block vote on rules
GOP officials steamrolled an effort by rebel delegates to hold a vote on the rules of the GOP convention, causing a chaotic scene on the floor. After rebellious delegates submitted enough signatures to force a roll call vote on the rules, Trump campaigners and party bosses lobbied enough of the signatories to withdraw their support so that their petition could be killed. "I'm appalled but not surprised," said Virginia delegate Ken Cuccinelli, after he was ignored in trying to make a motion that was apparently allowed by the rules.

Trump to speak Monday night in Cleveland
CLEVELAND - Donald Trump will make an appearance tonight, on the first night of the Republican National Convention, to introduce his wife, Melania, in her first major speech to GOP voters. Trump's campaign manager Paul Manafort confirmed Monday morning that Trump will arrive here Monday evening before returning on Wednesday to be officially nominated by the Republican Party.

'The main thing is no Hillary Clinton' -- Tepid Trump support in Cleveland
BEACHWOOD, Ohio - "America deserves better than Barack Obama. America deserves better than Hillary Clinton." Addressing Iowa's GOP delegation, Wisconsin Gov. Scott Walker used Donald Trump's name only once in his 25-minute speech, and didn't even reference him for the first nine minutes before making a very narrow endorsement: "I hope you understand that Donald Trump is better - better than Hillary Clinton."

York: 'Law and order' becomes major convention theme
The Trump campaign set "Make America Safe Again" as the theme of the Republican convention's first night well before the attack that killed three police officers and wounded three others in Baton Rouge. But that attack, and the earlier shooting in Dallas that killed five officers, added weight and a new emphasis to Trump's promise to protect Americans.

Luntz warns GOP: If the election were held today, Clinton would win
INDEPENDENCE, Ohio -Republican pollster Frank Luntz warned Florida Republicans attending the GOP convention that voters are prepared to hand Donald Trump a loss. Strickland 'proud' of Kasich for not endorsing Trump
Democratic Senate candidate and former Ohio Gov. Ted Strickland praised current Ohio governor and former Republican primary candidate John Kasich for refusing to endorse Trump. NRCC chairman: Trans-Pacific Partnership is doomed
Congress won't ratify the Trans-Pacific Partnership in the foreseeable future, according to the lawmaker who leads the campaign arm of the House Republicans. "My guess is that if you put it up for a vote on the floor today, it would go down dramatically," National Republican Congressional Committee Chairman Greg Walden said during an Atlantic Live breakfast at the Republican National Convention.

Manafort: Kasich's absence from the convention is embarrassing
"We think it's a difficult decision when the home state governor doesn't participate in the convention process," Trump campaign chairman Paul Manafort told reporters Monday morning. Kasich declined to attend the four-day confab in Cleveland, but is scheduled to make a series of appearances in the city while the GOP convention is underway. Delegate: Anti-Trump states 'punished' with bad convention seats
Stroll on the floor of the Republican National Convention and it isn't hard to detect a pattern. The rows of seats ringing around the front of the stage where Donald Trump is expected to accept the GOP nomination will be seating delegations of states that helped Trump rack up hisdelegate margins: Alabama, Connecticut, California, Pennsylvania and his home state of New York. But way in the back of the convention floor, which my colleague Michael Barone dubbed "Siberia," you start to see states that were won by Sens. Marco Rubio and Ted Cruz: Wyoming, Maine, Kansas, Texas, D.C., Idaho, Montana, Utah, Minnesota and Colorado.

Report: Secret document lifts Iran nuclear constraints
VIENNA - A document obtained by the Associated Press shows that key restrictions on Iran's nuclear program will ease in slightly more than a decade, halving the time Tehran would need to build a bomb. The document is the only secret text linked to last year's agreement between Iran and six foreign powers. It says that after a period between 11-13 years, Iran can replace its 5,060 inefficient centrifuges with up to 3,500 advanced machines.

White House: U.S. is not harboring Turkish cleric
The White House said the U.S. government has not received a "specific extradition request" from Ankara to hand a Turkish cleric living in Pennsylvania back to the government. If and when the Obama administration does receive such a request, U.S. officials will evaluate the request in the context of the extradition treaty between the U.S. and Turkey, according to White House press secretary Josh Earnest.

Police lieutenant acquitted in Freddie Gray trial
Baltimore Police Lt. Brian Rice was acquitted of all his charges stemming from the April 2015 arrest and death of Freddie Gray. On Monday, Circuit Judge Barry Williams acquitted Rice of all three charges he faced: involuntary manslaughter, misconduct in office and reckless endangerment.

Trump: Obama is the 'great divider'
Donald Trump said Monday that President Obama is helpless to stop the recent uptick in violence in the United States because Obama is a "divider" who needs to be replaced. "I think we need strength. We also need somebody that can be a cheerleader. He's been a great divider in this country," Trump said on Fox News. "I think race relations now are as bad as they've ever been.... statistically the worst they've been in 18 years. ... I can tell you they're bad and they haven't been this bad in a long time."
