Good evening. Here's the start of tonight's briefing. Go to the full briefing. 
1. Hungary stopped trying to block the passage of thousands of refugees, offering to bus them to the Austrian border after masses began trying to walk out of the country. European officials held emergency meetings amid deepening acrimony between countries hostile to the migrants and those that see a legal and moral imperative to shelter the desperate.
2. The Syrian refugee whose wife and children drowned in a failed Mediterranean crossing — including the 3-year-old boy pictured in a photograph that shocked Europe — returned to Syria to bury them. "I want from Arab governments — not European countries — to see what happened to my children and to help people because of them," he said, adding,"Enough with this war."
3. Deputy county clerks in Morehead, Ky., began issuing marriage licenses to same-sex couples, a day after their boss, Kim Davis, was jailed for refusing to do so for religious reasons. Her husband said Ms. Davis would stand her ground, adding, "Just because five Supreme Court judges make a ruling, it's not a law."
